Get-AppxPackage *Microsoft.WindowsHello* | Reset-AppxPackage Then restart and try setup again. Windows Hello Face cannot be added to a PC without an IR camera. If your webcam is standard RGB-only (no IR sensor), the option will never appear – consider buying a compatible external IR webcam.
