Fortunately, Microsoft left a backdoor in the setup process. Here is exactly how to install Windows 11 completely offline. If you disconnect your Ethernet cable or refuse to connect to Wi-Fi during setup, Windows 11 will eventually show a screen saying: "Let’s connect you to a network."
